basedir: XDG_CONFIG_DIRS should default to /etcbinlib
It makes no sense for $XDG_CONFIG_DIRS to default to /etc/xdg. /etc is
already meant for configuration files, and /etc is to / what
$XDG_CONFIG_HOME is to $HOME.
