basedir: Reformat text, fix unconsistent hyphenation
* Reformat and reindent the text and use spaces exclusively instead of
mixed tabs and spaces. (Spaces choosen since the majority of lines
were space indented.)
* Make hyphenation of 'user-specific' more consistent.
* Remove ending slashes of $XDG_DATA_DIRS paths.
